Common base functions and features

MCM Base operations are common to all
message types. The end user and system operator displays are
consistent regardless of the message type. MCM system tasks
and all transfer jobs are performed under the special MCM
subsystem. This makes controlling of the entire system fast
and easy to learn even if there are several different message
types and file transfer traffic to control.
